Ash Carter, Former Secretary, U.S. Department of Defense, and Richard Haass, President, Council on Foreign Relations, discuss the new HBO documentary VICE Special Report: A World in Disarray.  The 85 minute documentary, based on the book by Richard Haass, explores the upending of the order that has governed the world since World War II, and the destabilizing effects of everything from cyberthreats to nuclear bombs, from low economic growth to rising populism. Featuring interviews with policymakers such as Ash Carter, Condoleezza Rice, Samantha Power, and Tony Blair, VICE also reports on the ground about some of the world’s most troubled situations, including North Korea, Ukraine, Syria, and the South China Sea.
